CPA was founded in 1960 and represents companies responsible for 95% of the particleboard, medium density fiberboard (MDF) and hardboard manufactured in the US, Canada and Mexico. CPA is also the primary trade association for the wood-based decorative surfaces industry, and represents many industry suppliers and fabricators of products made with composite wood.
CPA advocates for industry on national and state legislative and regulatory matters; sponsors ANSI standards for industry products; compiles and publishes reports on industry economic performance; and manages a variety of educational and marketing programs to support the industry.
CPA also operates the International Testing and Certification Center (ITCC) along with the largest third party certification program for industry products in North America. CPA was the first certification agency in the world recognized by the California Air Resources Board (CARB) following passage of its landmark formaldehyde emissions regulation. Recently, the association announced its sponsorship of the first sustainability standard for composite panel products, the Eco-Certified Composite Standard and Certification Program.
Mr. Julia is an expert speaker on industry trends and strategic objectives, and is a regular presenter at conferences in North America and Europe. He joined CPA in 1994 to lead its marketing and communications activities, and was named Executive Vice President in 2000 and President in 2001. Throughout his tenure, he has advanced initiatives that support long-term industry business opportunities, CPA member influence, and the value of CPA membership. These include policy initiatives on product emissions, wood fiber and energy, and environmental stewardship. They also include four successful mergers of industry groups into the CPA, and forming broad-based coalitions that have achieved significant legislative and regulatory success.
The latter includes shepherding the bipartisan Formaldehyde in Composite Wood Products Act, proposed by Mr. Julia and the Sierra Club, which passed the US Congress and was signed into law by President Obama in 2010; successfully lobbying to stop and change the federal Biomass Crop Assistance Program (BCAP); and forming the California Wood Industries Coalition (CWIC) to manage nationwide industry advocacy on a major rulemaking on formaldehyde emissions by CARB. Mr. Julia remains actively involved in US and California regulatory efforts on clean air, product emissions and energy.
Previous to joining CPA, Mr. Julia was chief executive of Dominion Consulting, a government affairs and political consulting firm, and before that spent ten years in the natural gas industry managing government affairs and media relations.
Mr. Julia holds graduate certificates from a variety of professional organizations, including the ASAE School of Association Management. He is past president of the Chamber of Commerce of Loudoun County, Virginia, one of the fastest growing jurisdictions in the United States, and is active in federal, state and local political campaigns and government affairs.
Mr. Julia graduated with distinction from The Johns Hopkins University and received a law degree from The George Washington University.
